Wayne County authorities requested compensation from the federal government in FY'99 for the incarceration expenses for 3,935 detention days for illegal aliens in local jails. The cost of the detention amounted to $243,636. Under the federal State Criminal Alien Assistance Program (SCAAP), the county received $94,011 in compensation, leaving $149,625 in uncompensated costs to be borne by local taxpayers. The SCAAP program began in 1994 and compensates the states and local jurisdictions only for incarceration of "undocumented," i.e. illegal, aliens who are serving time for a felony conviction or at least two misdemeanors
